Halifax Community College June Board Meeting
WELDON, N.C. – The Halifax Community College (HCC) Board of Trustees met on June 30 on campus for their monthly meeting. During the meeting Dr. Griffin issued several awards. Awards were given to the 2015 National Institute for Staff and Organizational Development (NISOD) Excellence Award recipients. The recipients were John Foriest, Beth Gray-Robertson, Caroline Harris, Dr. Adriane Leche, Lisa Santiago, Jason Shotwell and Cynthia Walker. Awards and thank you were given to B. T. Brown, Dean of Curriculum Programs and Hunter Taylor, Department Head for the School of Vocational and Industrial Technology Programs & Automotive Systems Technology for years of service.

Dr. Griffin made two presentations to Board Chair, Mrs. DeLaMora. The first award was The 2014 Higher Education Community Service Honor Roll, awarded by The President of the United States of America recognizing and congratulating Halifax Community College on their exemplary community service contributions to students, faculty, and staff in meeting critical community and national needs. The second award was the presentation of a $100,000 grant from The Cannon Foundation for Energy Management Upgrade. The $100,000 will be matched by $100,000 each from HCC and U.S. Department of Education PBI Grant. These funds will be used to upgrade the current HVAC control systems. The total HVAC controls upgrade is estimated to cost $466,000.

Announced was the reappointment of Ms. Rachel K. Hux by the Governor to the Halifax Community College Board of Trustees for a term of July 1, 2015 to expire on June 30, 2019.

In other business, the trustee board approved the consent agenda which included approval of the minutes from the May 19, 2015 meeting, minutes from the June 8, 2015 Called Meeting, Access Fee Increase, Relay for Life and Internal Audit/Accountability Plan Fall 2014 and Spring 2015.

Michael Felt, Vice Chair, reported on Board of Trustee’s Self Evaluation and retreat. All trustees agreed that they were satisfied with what they learned or experienced at the retreat, that the retreat helped them grow as a trustee and that they will attend the event again. At this retreat the trustee board also completed a self-assessment. The self-assessment allowed the board to evaluate themselves and board policy and procedures. The overall board rating of its self- evaluation was 92%. Some of the self-evaluation questions were:
  • The Board has a procedure for annual evaluations of the President
  • Board meetings provide adequate time for discussion
  • Discussions are structured so that all members have an opportunity to contribute to the decision
  • Board members have adequate information upon which to base decisions
  • The Board agendas focus on policy issues that relate to Board responsibilities
  • The Board is sensitive to concerns of students and employees while maintaining impartiality
  • New Board members, including the student trustees, receive an orientation to rules and responsibilities, etc.
Dr. Griffin reported on HCC’s award of $250,000 from the US Department of Education in Non Competitive Continuation Funding for Year 5 of the 2011-16 Grant Cycle, letter from the County Manager regarding the Adopted Budget for Fiscal Year 2015-16 and 2015 Performance for Student Success Report.

Other committee reports included presidential supplemental compensation review, American Red Cross Shelter Agreement and amendments to the Board of trustee Bylaws. The board voted to allow Dr. Griffin to finalize the agreement between HCC and the Red Cross for the use of The Centre for an emergency or crisis shelter. Updates were also provided on the default prevention management plan, financial reports, Brick-by-Brick Campaign, calendar of events, campus updates.
