State Authorization, which is included in the Higher Education Opportunity Act of 2008 (amended 2010), requires educational institutions to secure authorization to offer instruction in that state. Every state is different and can have different educational requirements for courses and programs designed to meet professional licensure or certification. This is important to know when considering registering for out-of-state courses or if planning to seek employment in another state.

The College is committed at all levels to a fair and reasonable resolution of issues through a formal grievance process guided by the information and documentation provided in the process. These procedures assure that all matters relating to present and prospective students will be handled fairly and equally without regard to race, color, sex, age, political affiliation, religion, disability, national origin, or other non-merit factors.
The grievance procedures described below apply to academic and non-academic student grievances. Students who desire to resolve a grievance should follow the College’s Student Grievance Procedure in the Student Handbook. These forms are also located in the offices of the Dean of Student Services and Dean of Curriculum Programs.
However, if an issue cannot be resolved internally, you may file a complaint with the State of North Carolina.

You may file a complaint with the accrediting body only if there is evidence that appears to support significant non-compliance with a SACSCOC requirement or standard by HCC. The State Authorization Reciprocity Agreement (SARA) is an agreement among member states and districts that establishes comparable national standards for interstate offering of postsecondary distance education courses and programs. SARA-NC is the portal for the state of North Carolina. The primary objectives of SARA NC are to make it easier for institutions in North Carolina to provide online and distance education options to students in other states and to provide basic protections for those students.

Beginning July 1, 2020, the U.S. Department of Education regulations require disclosures for all programs leading to a license or certification. Disclosures will be provided for all states and will indicate whether the program meets state educational requirements for licensure or certification, does not meet state educational requirements for licensure or certification, or has not made a determination.
