Briggs to speak at 2008 HCC Commencement
Briggs will be the featured speaker at Halifax Community
College's (HCC) commencement exercises slated for 10:00
a.m., Saturday, May 10, in The Centre's auditorium. Briggs
serves as the Chief Financial Officer for the North Carolina
Community College System (NCCCS).
Briggs oversees an operating budget of $1.1 billion, and a
capital budget of approximately $600 million, administered
to a system of 58 community colleges. His duties include the
preparation and execution of the biennial budget,
accounting, capital improvements, equipment inventory and
fixed assets, legislative reporting and advocacy, bill
drafting, and formula and policy development. He manages a
direct report staff of 30 employees, and is personally
responsible for the staffing of the State Board and
President's Association Finance Committees. His past
experience includes Senior Budget Analyst for Higher
Education for the Office of State Budget and Management
(1986-1997), County Manager for Yadkin County, N.C.
(1982-1986), and County Administrator for Jones County, N.C.
Briggs received his B.A. in sociology from North Carolina
State University. In 1980, he earned an M.P.A. in Urban
Management from NCSU, and in 1982 and 1984, did post
graduate study at the Institute of Government, University of
North Carolina-Chapel Hill.
Serving on numerous committees and boards, Briggs is a
strong supporter of civic organizations and has received
several awards. He was honored with the Barry K. Sanders
Award as the Outstanding Fiscal Officer in N.C. State
Government in 2001, was named the Outstanding Community
College Business Officer of the Year for Region 11 in 1998,
and Citizen of the Year for Yadkin County in 1986. He
received the Mission Service Award from the Methodist Church
of the Eastern District of N.C. in 1996 and the Edwin M.
Gill Award in 1982.
Commencement is open to the public. A reception will
immediately follow the ceremony.
